After the 2001 election, Besigye was followed everywhere by security men. They disrupted his meetings, blocked his vehicle when he attempted to travel around the country, and dragged him off airplanes when he tried to fly abroad.

Then Museveni accused Besigye of masterminding a series of mysterious grenade attacks in Kampala. No evidence has ever linked the opposition candidate to the explosions, but in August 2001, Besigye fled to South Africa, fearing for his life.

Shortly before he left, U.S. Secretary of State Colin Powell visited Uganda and listened to Besigye’s complaints, most of which had to do with Museveni’s corruption, repression, and assaults on the rule of law.

Powell pocketed a copy of Besigye’s speech as he was leaving and then called upon Museveni. The American reportedly read the Ugandan president the riot act: Get your troops out of Congo, Powell said, and implement real democracy in the next three years, or else.
